Resources: Texas HOA letter kits

Fill-in letters you can send tonight. Each kit is an instant PDF. Checkout is handled securely by Payhip. These are templates and education — not a law firm, and not legal advice.

The clock that costs people the hearing: you may request a board hearing on or before the 30th day after the association mailed the notice — not the day you opened it. If that is your situation, start with the Hearing kit.

Kit HOA-H · Tex. Prop. Code §§ 209.006, 209.007

Hearing & fine appeal

$24 instant PDF · one household

Use this when you received a violation, fine, amenity suspension, damage charge, or a threat to report you to a credit bureau.

  • B1 Hearing request — preserves the hearing; asks for the date and the evidence packet
  • B2 Hearing statement — what the board votes on (facts, grounds, a ready-made motion)
  • B5 No-notice / defective-notice dispute — if they skipped verified mail or left out the hearing language
  • Certified-mail send list and a fictional filled sample

Kit HOA-R · Tex. Prop. Code § 209.005

Records & financials

$24 instant PDF · one household

Use this when you need the books, your own ledger, or the pages directors saw about your lot in closed session. The statute requires you to elect inspect or copies in the same letter.

  • A1 Inspect vs A2 Copies (you must pick one)
  • Budget, reserves, bank statements, and audit (association-level)
  • Your owner ledger only (with your written consent)
  • Minutes, contracts, recorded fine policy and copy-fee policy
  • Your closed-session file (A8) and a 10-business-day follow-up

Kit HOA-C · Tex. Prop. Code §§ 209.0062–.0065, 209.008

Collections, dunning & credit

$29 instant PDF · one household

Use this when the letter says you owe money, a collector appears, or they mention the credit bureaus. This kit is the bridge between the HOA file and your credit file.

  • Dispute the dunning letter — itemize assessment vs fine vs attorney vs collector
  • Payment-plan demand (generally 3+ months in writing)
  • Collector fees too early (45-day rule)
  • Attorney-fee challenge; stop or reverse a credit report
  • Third-party collector letter (HOA rules plus debt-collection basics)

Kit HOA-G · Tex. Prop. Code §§ 209.0051, 209.009–.011, 209.014

Governance & lien

$19 instant PDF · one household

Use this when the fight is the board process itself: a fines-only lien, a vote taken behind closed doors, or a board that will not call an election. If a foreclosure packet is already on file, stop and call a Texas HOA attorney — this kit is not that case.

  • Lien dispute when the balance is fines or fees only (§ 209.009)
  • Open-meeting / missing open-session vote
  • Demand an annual meeting or election
  • Pre-foreclosure information request (with a loud lawyer disclaimer)

How checkout works

1. Choose a kit Payhip opens in the same browser. Card or PayPal. You do not need a Payhip account to buy.
2. Instant download The PDF is on the confirmation page and in your email. Save a copy; Payhip also keeps purchases in their system if you create an account.
3. Fill and send Use the management-certificate address. Email a PDF the same day, then certified mail. Keep the green card.
4. One household Personal use for your lot. Not for resale, not for a management company, not legal representation.

Which kit first?

  • Fine or violation letter in hand — Hearing ($24). Add Records if you also need the ledger or the closed-session packet.
  • Dunning / collector / “we reported you” — Collections ($29). Hearing as well if a 30-day clock is running.
  • You want the books or your own file — Records ($24).
  • Lien talk or a board that will not meet — Governance ($19), and a lawyer if foreclosure has started.

Condo owners: Chapter 209 generally does not apply to condominiums (Chapter 82). Do not buy these kits as if it does.
